CULTURE AS AN INSTRUMENT OF RUSSIAN FOREIGN POLICY

The article actualizes the importance of culture in strengthening international relations of the Russian Federation in the context of the transformation of Russian society in the post-Soviet space. In the context of globalization and increasing interdependence, an increasing number of States adhere to the concept of "soft power". It seems to be an effective tool in comparison with "harsh" political methods that lead to tragic consequences. The materials of the normative legal acts of the Russian Federation show an increase in attention to the cultural factor as a strategic resource for the development of foreign policy relations.
